QuBì is a programme to contrast the phenomenon of child poverty by promoting cooperation between public institutions and the third sector. In 25 neighbourhoods of the City of Milan.

Theorised by the French philosopher Henri Lefebvre, "the right to the city" concerns the possibility of access to the city's resources, free use of urban space, socialisation and participatory construction of the city itself. This right must be protected especially for the weaker segments of the population, in peripheral areas, and taking into account the specific needs of children.

The Ricetta QuBì, a multifaceted programme of initiatives promoted by Fondazione Cariplo (with the support of Fondazione Vismara, Intesa Sanpaolo, Fondazione Romeo ed Enrica Invernizzi, Fondazione Fiera Milano and Fondazione Snam) operating in Milan to support families with minors in situations of poverty, follows this perspective.

In Domus we have written several times about the urban regeneration paths activated by Fondazione Cariplo, involving the different communities of Milan's suburbs. Ricetta QuBì is in some ways complementary to this type of physical intervention on public space, because it concerns all those essential services that determine the quality of life in the marginal neighbourhoods of the city: targeted actions try to make up for the lack of adequate and correct nutrition, the impossibility of access to quality leisure time, the difficulty of accessing preventive medical examinations and the inability of families to spend money to support the necessary school supplies

 

To date, QuBì has 23 networks to its credit, covering 25 neighbourhoods in the city of Milan, networks which metaphorically become a support network for families and which have brought public and private social organisations closer together. The path chosen to tackle these problems is that of shared action: each QuBì network is in fact made up of some twenty very heterogeneous associations, ranging from the parish to the parents' committee of a school, to cooperatives in the area, libraries and advice centres, which daily collaborate and co-design with community social workers, building and activating another piece of public policy in support of children and families. Thanks to the collaboration between these figures, in recent years Ricetta QuBì has achieved important goals and supported an increasing number of families in difficulty.

An example of the work done by QuBì, a tool that makes the work done by all the actors involved immediately clear, is the 'Territorial map of neighbourhood services', a geo-referencing platform that includes over 535 services managed by 450 organisations, offered free of charge to families, which can be viewed on a map of the city of Milan and grouped by municipality and category: culture, sports and leisure, support for families and minors, education, work, health... The platform is open to operators, operators, citizens and citizens, who can consult it according to the area where they live or work and according to their own welfare needs.
